Jim Bushrod is opening a saloon in Laramie.  Amos Hall knows him from when he sold whiskey and guns to the Indians.  Those guns were were used in an ambush in which 200 soldiers were killed.  Hall is a wealthy man and starts to use his influence to stop everyone from doing business with Bushrod.
