Pompous, self-righteous Orville Luster comes to Laramie boasting his federal authority to have a federal marshal appointed if he doesn't like the way the law is being enforced in Laramie.  He forces Johnny to throw two friendly drunks in jail.  The Marshal turns them loose.  When they end up saving Luster's life, he has a change of heart.  Dan's explanation for not barring guns in town would have done the NRA proud.
