The Governor's daughter runs away to Laramie.  Being broke, she robs Owny of some of the reward money he earned in "The Return of Owny O'Reilly."  Owny, not wanting to admit he was robbed by a small, high-voiced person who stuck a hairbrush in his back, gives a description of the fearsome robber no one would recognize as "Milly Cotton" aka Johnson who has gotten a job singing in the Birdcage.   Dan recognizes Milly as the runaway daughter and wires the governor.  Eventually, in a bit of carelessness that could only occur in a comedy episode, Johnny is overpowered in the middle of town by a prisoner he's transporting.  The prisoner gets Johnny's gun and takes the governor's daughter hostage.   As he's getting away with her and Owny, Johnny sends Owny's horse chasing dog after them.  The prisoner is thrown off the horse and Owny overpowers him.  He earns himself a permanent invite to the governor's mansion.
